Flashing seems so universal; I would be surprised if it was enforceable. Last time I returned from Le Mans via the D road, I was flashed by an old dear, probably in her 80s.

Normally, the person flashing has already passed the control point so making it difficult for the Police to observe "the alleged crime"

Everyone does it, but I'm not sure if it's against French law.

O/T but my fiancee, who is studying for her degree at the moment and has to do a bit of physcology for it was reading a textbook the other day.

It proposed that the reason for the French flashing thing was the public generally see their relationship with the police as being Them and Us, hence the flashing. However in places such as the UK we are more likely to say "If someone is speeding they probably deserve to be caught"

Interesting theory if nothing else.

I have been warned several time of scamera vans by MoP in UK. Grateful to all. I return the favour too.
