Info about registration needed

Hello, i`m new here and i have a problem with the guys at my local registration authority.
I intend to buy a kit car, lotus Seven replica, dont know yet what tipe.
I live in Romania and the guys fom here don`t know if i can register a kit car in Romania. I supposed the legislation is pretty similar with yours in France so please can you tell me what should i buy to register easealy?
And in France is possibile to register a car built by yourself winth only the chassis from Cterham or so.I saw many request for cars registered pre 1984 or so, what for?
And also the Qplated car can be registered in France?

My understanding is that you will be disapointed in France.

Only cars that are Holomogated and have a EU certificate of conformity can be registered here. Certain Caterhams, sold as Martins in France, are eligible.

I know that a few people have avoided registration in France and just MoT, tax and Insure them in the UK, but drive them regularly here, so I think that this is your best option.

Local authorities still dont know if i can or cannot register a kit car here so i think the only way is to buy one and see then if it can be registered.
