In short yes you do have to complete the declaration.
I've started it but couldn't reconcile the m² they had listed for our properties, possibly because they use surface réelle (actual) rather than loi carre (useable surface). I'm currently looking for my tape measure....

Of course, I know the carrez law dimensions, but won't be able to take actual sizes until I'm back there in May.

My father in law has now moved into a retirement home. He will be exempt from Taxe d'habitation, but I'm not sure they thought of that.
I know he (well, we, cos he's gone a bit wrong) still have to fill it in.
Has anyone any idea what we put on this form to say "Yes, this is/was his main residence, but he's now in a home"?

Using the messaging system on the Impôts website, send a message to your local Impôts office and they will resolve it for you. We've always found them surprisingly helpful.I know he (well, we, cos he's gone a bit wrong) still have to fill it in.
