Child of French RESIDENT, can i travel?

I need help with the new rules.
Ive sunk about £600 into travel arrangements to be in France with my mum at Christmas, but then these new rules...
They state "children of French citizens" are still allowed to travel. Does this extend to children of French residents?
Id really appreciate some help, or guidance on where i can go for info as im supposed to be travelling Tuesday and it would be gutting to be unable to go :-/

I was also booked for Tuesday but managed to change my flight to tomorrow - can you not do the same?

We are in a similar position as our daughter cannot now travel from the UK to see us.
It sucks, but it is what it is.
