We’ve been using propane for our cooker indoors since 2003 but now there appears to be an opinion that only butane indoors is permissible. What’s the reality for folks living in France as ours is a holiday retreat much missed in current times?

You can't have a propane cylinder indoors unless it's smaller than 3.25KG. It's not an opinion, it's the law.

This is from: https://lepropane.com/bouteilles/reglementation/ma...

Butane is fine indoors, propane is used outdoors because it doesn't lose as much pressure in low temperatures.

Edit: in case I'm misunderstanding your post, you can have a propane cylinder outside supplying a cooker inside.
