Depends on the department, the Mairie can no longer give permission, its done through them but it is granted by the departement de territoires. Some depts will not allow statics, even as a base to use whilst renovating, others are more practical and will do.

Buying a piece of leisure land and arriving with a touring caravan or camper van to holiday,shouldn't be a problem,you may also be allowed to build a small cabin/shed to store tools etc.
There are thousands of bits of leisure land all over France and used for holidays.
I think the main thing is the local mayor/parish would not want anyone to take the Micky by putting unauthorized structure's there.

As with everything in france that a question needs to be asked about , the first port of call is the local Marie office , they'll tell you what you need to do or give you the necessary form to fill in with the address to send it to , and probably help to fill it in and send it off for you , they did for me ! Everything goes through the local mayors office to start with in france , and by doing it through them your being very respectful and you'll be a lot better thought of by the local community. I've been there twice for planning on a lot more than a static caravan and only had more help than I could have thought possible , try to speak in French though , if your trying it's welcomed more .
