I know you used to have to have full set of spares, do you still legally need them?

Yes, still the law. Bloomin' mad though as there is no way I could change ANY of the bulbs on my car without removing various bits, the headlights need to be removed to change either headlamp or side lamp bulb.

Citroen c3 needs the bumper removing, work that one out

Some Citroen fitters have the knack and the double jointed knuckles to deal with the C3. Our local man did my friend's C3 headlight bulb in less than five minutes for the price of a drink.
Incidentally, IIRC the letter of the French law also requires the carrying of spare fuses - that's why you still see the bulb/fuse multipacks in supermarkets, etc.
