TOWING IN FRANCE

On a few downhill sections of Autoroute in the north there is a 90kph speed reduction with supplementary plates applying it to high-sided trucks and towing caravans. Does anyone know if the plate actually means all vehicles towing trailers, including caravans?
Yesterday, I was towing my track car and switched-off the cruise control and slowed a little, but think I may have spotted a mobile camera halfway down?
On a more general note, is there an online copy of the French Highway Code where such things are explained? Or what is the paper version called?

It applies to all towed vehicles, including trailers.
