When will we next see the BOE base rate top 5%?

Am I right in thinking that the Japanese central bank base rate dropped to 0.1% something like a decade ago, and hasn't really risen since?
If this is the case, would it be reasonable to assume UK base rates will do the same, and stay where they are for the foreseeable future, or are the circumstances completely different?
Please let's not make this another "isn't Brown a cocktard" thread, because we all know he is, so it doesn't need restating!

No onw knows what will happen but I can't see the authorities getting it just right. So a deflation, where vast government spending achieves nothing (Japan lates 80s to date and Amercia in the 1930s) or hyperinflation (Germany in the 1920s and zimbabwe today).
