It's a made up story and it's been doing the Internet rounds for a few years already. It was previously atributed to the previous Ausie PM - who got booted out in the last election.
In any case, if I was an aboriginal Autralian I would embrace all that he was supposed to have set and asked all the white Austrlians to go home too.
