ebay holding payments to sellers from buyers

what a bunch of stoopid 
s, I sold a blackberry phone on ebay which ended today.
the guy who won sent through payment and i get an email saying his payment is on hold as a security feature to prevent fraud.
I call paypal )premium rate number), they say just send the goods . . . . then say it was ebay who put it on hold not paypal.
i call ebay (premium rate number), they say nothing i can do i just have to send the goods, they will pay the money to us in 21 days if no negative stuff happens (they blamed paypal said to speak to them).
wtf 45 mins on the phone and they both couldnt care less!
so I told them with no uncertain terms if we cant resolve the issue ill close the account and never deal with them again.
they said if I did that the held money might go astray and the guy who paid it might have to wait weeks to get it back!
fk so i cant go closing the account till he's sorted at least.
what a bunch of arse, ive told the guy who's payment is held i am not sending the goods till i have payment.
is this a new thing with ebay?
they tell me it has always happend?
UPDATE - hes now threatening me by logging a dispute and getting charlie big bananas on the email, would I be wrong just closing the account and letting him do all the hard work getting his money back ?

B sends payment, this has left his account officially. And is in a 3rd part account if you will that is paypal. A sends the item, if A gets pos feedback then the funds are released to you. IF you get a negative then the dispute is opened I believe.

its only a piddling 100 quid but thats not the point, you pay first then the seller sends, im not trading in euroland so ill be trading how we trade, not how ebay expect us to just do as they say.
this account im using only has 10 feedback, ive no qualms about closing it if the guy gets shirty and then just let him give ebay a hard time about the money thats gone into the ether
Paypal will release the money once the buyer has left you positive feedback (or 21 days after the auction end provided there hasnt been a dispute raised, if they dont bother leaving feedback).
Had the same a week ago on something of mine. Its totaly unreasonable for paypal to withhold money and expect the seller to send it in good faith. However, there is fk all you can do about it and no matter how much you moan to the paypal/ebay call centres in India, you are always wrong and they dont give a st.
I sent my item (£150 worth of head unit) and then explained to the buyer and politely asked if they could leave me feedback as I wont get the money unless they do. Buyer understood and left feedback. Money was released the next day.

Ah, the old (new) anti-seller thing. Watch out for the easy scam.

I pointed this out to the ebay bint and mentioned both biz account and personal account registered at my house, with nothing but glory as a seller and several occasions of being screwed with nothing but a hole in my account.

if I just closed this account and let the guy get on with it, see if he sorts himself out, ive told him to close the dispute or ill just cancell the account, if he thinks i will screw him why would I not have done this in the first place? if he doesnt call of the dispute ill let him get on with it and ebay will have even more unhappy customers cos he will rightly want his money back asap
