Withholding Passport

A mate, who has recently split with his long time girlfriend,is unable to recover his passport, from her!
They went on holiday, together, last year and she retained his passport on their return, he forgot about it until recently, when he decided to take a break abroad.
He contacted her to arrange its' return, however she refuses to return it.
Where does he stand with the authorities and what would be his best course of action ----without resorting to strong arm tactics!!

If he is ABSOLUTELY certain that she has it, in theory he can obtain a court order for its return I believe. If the property is not returned then she is in contempt of court.
In reality however he should just report it stolen to Plod and note that it is believed to be in the possession of a certain person, same as if someone stole anything else and you thought they had it. They may go and ask her to help with their enquiries.

No, no, she removed it from his bag, and he didn't realise until it came out in coversation later, and NOW she refuses to return it.

+1, the best course of action as I see it...why not get Customs/Immigration involved too, tell 'em she's trying to sell it on the black market!
