The thing is, as much as I can see the government are shafting us - I won't go and protest because I know I'll be shot under some terrorism act or other...

I heard an interesting opinion this morning that suggested this was a divide and conquer approach in its purest form.

Introduce the card in several "disparate" situations and, before you know it, acceptance amongst those groups (who tell their friends, family, etc. that it's "nothing to be worried about") and critical mass is achieved.

I can just see it in a couple of years. "The benefits in Sectors X, Y and Z are clear. They have been no problems and no barriers to acceptance. For these reasons we're introducing it nation-wide"
