Sky probably have a deal for things like that and the deal with the BBC doesn't allow it.

Never has been. BBC don't have rights to online EPL highlights. Most clubs run their own subscription highlight services though.

BBC Scotland did negotiate with the SPL for online highlights and Sportscene often appears in iPlayer. This hasn't stopped clubs offering their subscription highlights either. I guess the SPL deal is more recent whereas the EPL one is older and online highlights were too expensive or weren't considered at the time.

Anyway YouTube ought to have parts of it.
