So went out to my car on saturday, and noticed it has the mother of all parking kisses on one edge of the rear bumper, and forwards for a foot.

Initially quite angry until i noticed a piece of paper under my windscreen saying:

"I hit your car, please call me on xxxxxxx, Billy"

So, faith in humanity restored, I try and call the chap. And have been all week. When I phone from my mobile, it doesnt connect, and when I ring from a landline, I get an engaged tone

So what can I do? I seem to have been hit by an idiot who doesnt even know his own number...

You donut. You wont get anywhere dialling xxxxxxx !!
A phone number is normally a series of 11 numbers.

sorry.
This exact thing happened to me last week, except the driver didnt bother to leave me a note.
I went to the Police Station filled in a T2 form, spent 2 or 3 hours of my time, only to get a letter back form the Police saying...."blah blah blah, no further action will be taken by us, we suggest you contact your insurance company".
I even gave them the drivers reg number!

hmm maybe he left the note on purpose so if anyone saw him drive off he could point it out to them and not get in trouble
No, then it would say "I hit your car and someone saw me, so I'm just writing this note so that it looks like I'm leaving my details."

I'm not sure what you can do really, have you tried hiding the number before calling?

It's most likely a dud number, the guy may have been clocked by someone on the car park as he's pranged your motor and done it quick to avoid then getting involved or calling the BIB, is there any CCTV where you were parked?

Only details are the phone number, nothing about the car, which initially led me to think uninsured, or simply preferred to deal with this personally to avoid impacting his no claims, which I wouldnt have had a problem with

Tried from my mobile - wont connect, and tried from my office phone which just gives an engaged tone (office number would show as withheld though)

Have you googled the number or tried looking it up in a reverse phone directory?

I've just looked and it would appear that it is for the US.

Anyone know why a mobile phone would just give out an engaged tone?

The insurance company can find the other driver's insurance details (if he's insured rolleyes ). Of course, if he isn't I'm sure the police would like to know.

I agree with Haworth on this - think this is a known way to hide the damage. This happened to my gardener. Luckily someone else saw the guy do it, and wrote their own number down as a witness and stuck to car, gardener called the witness who had the numberplate, and car type and colour.

Still took almost a year to sort out through insurance - but at least the person paid for it in the end (through insurance).
