Ok got a question here - say Mr X lives in a house and there is no TV in the house he has a Lap top and watches You tube or I player & of course uses his built in DVD player for his flims which he has on subscription online.

Now does he need a TV licence or not? I initially thought that he did. When I challenged him as to why he had no TV he said he'd need to get a Subscription for NTL to view the Indian channels and then on top of that the TV licence whereas using the Laptop and online viewing there is of course no NTL or Sky subscription but what about the Licence?

A licence is certainly NOT required for 'catch up services' (e.g. iPlayer). The BBC sent out a big scare leaflet to magistrates recently claiming that a licence would be required to watch live services on a computer, but I don't know about the legality of that.

i cancelled my licence for this express reason. no digital reception and no plans to upgrade the aerial [selling house]. always out/busy at primetime so just watch the occasional show on iplayer/c4.

asked the licensing people when i cancelled if this was ok and it is. its a hassle though. i got my refunf through a month back and have already had 2 letters through the door about not having a licence. annoying fkers.

i just had to pay mine (just moved) - its a total rip off imho.

through the normal aerial all i can receive is BBC1, 2 and ITV. Now i know that we are paying for BBC only but it really brought it home to me what a total rip off this tax is.

and to add insult to injury - I entered to pay Monthly, and they are charging me over 4 months. Thieving scum. Apparently next year it will be 11 quid per month.

its outrageous - I can't believe its legal - so if i install SKY - and pay 30 quid or whatever, and don't want BBC1 or 2 - I still have to pay for them?! arse holes.

AFAIK the liscence is for LIVE TV.. So you can watch iPlayer and DVDs on your laptop to your hearts content so long as you don't watch live football or something.

With the sky its because you can receive the BBC channels therefore as there is no way of proving you didnt watch them you pay.
Well that aside even if you have a TV in your house you pay as it can receive those channels.

Would everyone here be happy if the BBC scrapped TV Lic and instead had adverts?

I guess if you unplugged your TV and put it intothe attic/cupboard and didnt use it you'd be fine.

Simple answer to the OP - no he doesn't require a TV licence.

As I understand it, you only need a TV licence in order to watch things as they are being broadcast. So if he streams television from the internet at the same time that it's being shown on TV he needs a licence; otherwise he doesn't.

I have every intention of buying a TV soon and using it to watch films on but I'm buggered if I'm going to buy a TV licence.

A few years back I lived in a house where there was no reception at all. I had my TV plugged into a DVD player and games console, but not tuned into any channels. TV licensing were happy with me not having a license as long as the TV was detuned.

If you own any of the following,capable of receiving a signal, then you need a TV licence.....

TV
Video Recorder
DVD Recorder
Freeview box
Laptop or PC which has a TV card installed.

You do not need a licence for a DVD player only, as they cannot receive a signal.
Saying you've unplugged it and don't use it won't work, the law assumes if you own it, you use it.

I have to say that I think it represents excellent value for money.
