Financial guys among you

I have the following choices to refinance my current borrowing with the bank. It is quite a significant amount, so being able to save even a fraction of a percentage point over the next 12 months is worth it.

The options are:

1. Fund on BOE base rate at a margin of 3.05% plus base.

2. Fund against 3 month libor, which would give you a rate of 2.25% plus libor, which is currently 6.25%. This is a higher rate initially than I will pay under option 1, however the expectation is that libor will fall (historically it has been very close to base rate). If the fall happens it will be significantly cheaper.

3. I could currently fix the interest rate against libor at a rate of 5.1% plus your margin of 2.15%. The only risk with this is that if I sell a property there would be penalties for reducing the debt early, however in the current market this is probably unlikely.

4. Walk into bank with a pair of sawn offs and 'go postal'.

Do you have any idea whether LIBOR is going to fall in the near future?
