I suspect the men were thinking of what their ideal woman would look best in, and she would have the legs etc to get away with skimpy attire.

The women were probably thinking of what they personally felt they could get away with.

You need to understand the logic going on here:

The women were picturing themselves wearing stuff.

The men were picturing their ideal woman wearing stuff.

That both is, and explains, the difference.
