Can't say I really agree with it but it does guarantee you a few things.

1) At barest minimum a footnote in history
2) Hate from the people that you're exterminating
3) An opportunity for thugs and bullies to exploit their talents
4) A loyal following based on fear

Thing about Genocide is that you get blamed for something that you personally didn't do. Did Hitler kill all the Jews, Gays, Gypsies etc?... No. His henchmen and croanies did. Did Stalin kill off all the disidents in Russia? No. His henchmen and croanies did. Granted they might have come up with the idea and given the order but they never actually killed all those millions themselves.
