A flat I am close to buying (floors 1/2), stands over the substation for the development. Is there any reason I should care about this, and are there any bodys who can check to see if it is likely to cause problems with my own stuff (TV's, computers, etc...) from interference.

I could be wrong, and probably am, but it shouldn't cause any interference because all the frequencies will be in harmony with each other

The biggest problem with them is that they can fizz and hum a but (in the acoustic sense, I don;t think they smell) , especially if it's particularly damp. Perfectly safe, and usually imperceptable, but can be annoying.

Ask the vendor if they can ever hear it or if it ever makes any noise, they can't lie under property sales rules.

(actually this begs another Q, I won;t hijak your thread, I'll start a new one...)

Remember the fuss about Leukemia clusters around nuclear power stations? then they found out that all power stations had them too, not just nuclear, then they found out it was from the magnetic resonance and they were grouped around the National Grid HT cables and all the substations too.

Power and magnetism, it will screw your brain, not just your CRT.

Yup, and with this, NG also did research into mobile phones, and I believe they found them to be less than safe.
