I think it means your buyer has pulled out!

I think it means if your current buyer fails to
come up with the readies, you can offer it to
the second highest bidder.

Does this mean they have indicated they dont want the item?

I had the same sign with another buyer yesterday, but they sent payment

Nope - your sale to the highest bidder is fine. The second highest bidder has simply said that he will buy your item if the original winner fails to complete the deal for some reason.

It means if you've got, say four of the same item, and you're selling them individually (having only listed the first one) you can offer the other three to any non-winning bidders at their highest bid price.
