The management company that manages my flat are a complete buch of feckwits. They're totally incompetant, and all they do is charge (you want permission to fit a bathroom sir? no problem, £35 for a standard letter please...)

I've been having endless 'fun' trying to rent one of the garages in our block. Had one before where they didn't charge me for a year, then hit me with the charges in one go, including the obligatory court threat. I cancelled it as we were moving, but hte move fell through so I tried to get another one. They couldn't rent me one as they had no garage officer to do it. Got to have a garage officer to let out gargaes, no one else is allowed to do it.
A year later they get a garage officer. So I contact them and try again.
He says give me some time to look into it as I know nothing and we need to check what garages we actually have.

Week or so later, he's calling me to organise it ! He tells me they have one that I can have. It has an old rug in it which whey'll remove when the works team has time in a few weeks, or if I do it I get a week rent free (I'll keep that, tape it to the wall to protect my doors, thanks). I say yup, no probs what do I do about the forms. I couldn't take a day off to pop into their office to do it (otherwise I won't get paid for that day), so he said no worries, lets do it by post. Next day an envelope turns up with the forms and the key, to save faffing around sending paperwork back and forth. Nice and simple, bit of common sense. Tonight I'll fill in the forms and put the car away.

Why isn't it always this simple?

It's obviously a mistake of some sort. Things are not designed to go that well... I'd contact the CAB and get an F-438 form where you can request a big roll of red tape.
