Has anyone seen a prohibited country for sale?

What countries can you sell?

I've always wondered why inside every book you buy it states "must not be resold" yet every charity shop, car boot sale and second-hand shop has rows of secondhand books for sale.

Mostly because, IIRC, it doesn't. It actually says words to the effect of - it musnt be resold other than in this cover.
I think its a block on passing it off as your own book, rather than reselling one you have used.
