His campaign is starting to have an effect;)

Council butts in on smoker breaks
Smokers at a council are being forced to work extra hours if they take regular cigarette breaks.
Nottingham City Council said they had introduced the policy to help protect the health of workers and encourage efficient working practices.

Services director Steve Dowling said it was not fair that smokers took more breaks than other employees.

But lobby group Forest said smokers were being victimised as workers took breaks for various reasons.

Smokers at the council can either clock off and on when taking breaks or add two hours flat to the working week.

This is victimising people who smoke and another attempt to make smokers feel bad about themselves

Forest spokesman Neil Rafferty

Mr Dowling said: "What happens is the smoker goes out for a cigarette and, as winter approaches, they come back, they are cold and then they want a hot drink and go to the loo, so they get extra breaks."

He said while it was natural for people to take "reasonable" tea or toilet-breaks, it was unfair for people to take separate breaks for smoking.

One of the major reasons for the ban was to try to improve the health of employees, Mr Dowling said.

Smokers 'victimised'

"We are doing this because we realise that a far greater proportion of people in Nottinghamshire smoke than in many other parts of the country and that has been the position for a number of years," he said.

"The council is one of the largest employers in this area and it's taking a stand to try and reduce the number of people smoking."

Forest spokesman Neil Rafferty said: "Most smokers don't take that many breaks.

"Everyone has little things they do at work, things like playing solitaire on the internet from time to time when it's quiet.

"This is victimising people who smoke and another attempt to make smokers feel bad about themselves.

"Local authorities have no right to try to force people to give up."

The girls in the office next to mine (different company) all seem to smoke and furthermore seem to spend about 50% of their time outside smoking and nattering on their mobiles.

I don't mind so much, as they end up right outside my window and it certainly improves the view!

I worked for a time at Bury Council - they did the same last year - since we were on flexi time - cig breaks/making toast/heating soup things like that you had to sign out as a break and sign back in afterwards.

my mate at the next desk had it down to 1 or 2 mins to leave and signout, run down 3 floors, cross road (not allowed to smoke on council property!) smoke cig and run back up again...

if anything - he got fitter....

Nah, I smoke but only one during working hours, my bosses have never had a problem with it.

Problem is its stereotyping smokers as people who spend 50% of their time out of the office which isnt true.

You could say that all women have a tendency to gossip so they should work longer hour to make up time. Or all men talk at lengh about football so they should work longer hours. Neither is true, they are just stereotypes and you cant base a course of action on a stereotype

Sure you can. especially when it's a popular stereotype with widespread support. It's also hard to generate a stereotype without there being some basis for it's formulation.
