No! No! No!
It's not the design of the tin that's the problem - you must have been opening it too fast! Design a scamera to catch folk who open excessively fast and you've solved it in one. Create a whole underclass of bureauprats to run it and give them a rake off and that's it - Sorted.
Simple really isn't it.
