Definitely a photoshop job. Ontario is far too politically correct to put that on a sign.

For those who still don't get it, in the US and Canada:

It is illegal to smoke in public places in Canada like pubs bars etc. Make more sense now?

It can be illegal to smoke in public places in Canada... it's down to provincial/city legislation.

Ontario does have a no-smoking policy for indoor public spaces and all workplaces.

I'm not sure where that sign is, usually provincial welcome signs are bloody big, could just be one that someone had made up. Still amusing though.
