Overpaid tax question...

I've paid my council tax for the year for my property that I'm in now, thinking that this would be a good idea (no worries about missing payments/ reducing monthly outgoings), however I'm moving again and wondered if I can ask for my money back before I move?
The lease is up in Mid October but I want to be able to release the extra money (About £5/600) tied up in the council's accounts before then (beginning of October if possible) to put as deposit on a new place. Do I have a right to ask for the money back before I move house or will they hold onto it until weeks after I've moved? (I'm paid up until March 31 2006)
Getting hold of the council themselves is nigh on impossible and I thought I would ask the collective on PH so that I had an inkling of where I stand if/when somebody finally decides to pick up the phone!

I sold a house in March and as I paid by DD I had already paid the full years council tax up to April. Phoned the council and received a cheque back from them in a matter of days. Very straight forward and efficient (not often that you see council and efficient in the same paragraph

A few years ago I lived in a rented house for exactly 6 months. Knowing this, I paid exactly 50% of the annual CC bill. Easy, huh? Er, no.
The LA kept badgering me for the balance to make up a total of 6 monthly payments (i.e. 60% of the annual bill) to the point that I gave up and paid the extra to shut them up.
Two years later they sent me a refund that was (amazingly!
) the exact same amount they had spent so much time chasing me for. Feckwits.

I have actually finally managed to speak with someone who, after some resistance, has agreed to do the sums and return the balance to me.
They will send it by cheque in the next week or so - which is great. I just wasn't too sure if they would want to do that (and they didn't to start with!) but I'm happy with the result...
