Unmarked cars question

Just saw a pair of matching black saloons scream past at several leptons.
Too quick to identify - just a glimpse really - Lexus IS200 type things - but they both had small blue flashing lights.
Anyone know who has such kit? They looked very purposeful/kinda cool...
