Safety Cameras have caught over ten million speeding motorists and provided evidence in every case of the absence of an accident frozen on film.

What we now need to do is to build on this fascinating finding to eliminate accidents rather than allowing more kids to be killed.

Currently we allow our rail companies to run trains at up to 186mph, and we have all read the reports of the carnage caused by rail road carriages careering through stations at speeds in excess of 100mph. Don't they realise that speed kills. Think of the children.

Clearly twenty's more than plenty, given that trains are much more massive than even the heaviest HGV, take miles to stop, and can't steer round hazards. And that's just between stations. Surely if we cherish our children all trains should stop before they enter a station, the guard should dismount, and lead the train in on foot, carrying his flag aloft, to provide both a warning of the train's approach and of people on the track.

A similar procedure should be adopted at level crossings and any other place where a pedestrian could accidentally or deliberately access the track. In fact, given the way the rail-roads rip apart communities and steal vast swathes of their personal property from the public: shouldn't we be removing all railings and reclaiming the rail-roads?

And limiting all trains to walking pace for their entire journeys would not only make them safer, but would reduce noise pollution, improve efficiency, reduce waste and enable everyone to cross over to the right side of the tracks without risk to life and limb.

While we are at it, to prevent the country being covered in sleepers (of the hardwood, rather than the deadwood political type), we should restrict all further construction to man-power (person-power?) only, as with the Burma Railway. Whilst this might entail large human resource "wastage" in the construction phase, possibly as high as one unit per sleeper, this should have no impact on the passenger fatality rate per passenger mile, and so make the system enviably safe compared to competing alternatives such as those where pedestrians are encouraged to play in the traffic.

Finally, of course, we should not forget the humble bicycle. The use of this lightweight and nifty little machine can have an enormous impact on transport safety. To the extent that they enjoy a pedestrian fatality rate per passenger mile that is equivalent to motor vehicles. Clearly Speed Kills for cycles too and so they too should be restricted to walking pace, with a man with a flag preceding them.

All we need then are Safety Cameras covering the rail-roads and the psycho-lpaths, photographing those loco-motives and psycho-lists exceeding 5mph but not having an accident under their watchful lenses.

Of course, regardless of the fact that the cameras will have prevented any harm, a crime will still have been committed, and so it is only right that the psycho-lists and loco drivers should receive penalty points and fines.

Yep, when a train, travelling far beyond the speed at which it could see ahead to stop safely, hit a Range Rover on the track, who got the blame? Why, the motorist of course! (Gary Hart)
