They have an ANPR system and if the same vehicle goes regularly then the owner will get a letter, and presumably a bill!
It can also depend on what the waste is, if it is recyclable it could be welcomed with open arms as it helps the stats!

Depends where you are, in my borough you can't take vans to some tips but can to others. Where you can tae a van you need to take your council tax bill & ID IIRC. Not sure about charging, I went 2 years ago with a van full of junk from the garden & it was free.

I had an argument with the tip guy once when I was moving house. I put an old bed in the van I'd hired and trundled off to the tip only to be told that I couldn't dump it as a van means trade waste.
I dumped it in the end, after pointing out that if I unloaded the bed, left my dad with it, drove the van back home, got a car, drove back and put the bed in it, then he'd letme dump it...

Can depend on the authority and/or the jobsworth-ness of the staff.
When clearing my mother-in-law's house for sale, we hired a van to clear out the garage, loft etc.
The local tip were initially ok with it for a couple of loads (had the required resident's pass) but on the 3rd trip got shirty and refused to allow us to dump the stuff, despite them crawling through the back of the van and checking it was household waste.
So off we go to my brother-in-law's local tip instead, which has the car=public, van=trade mentality. As it was getting late and we were getting fed up we ended up paying the £17 or whatever it was to use the trade tip.
Does make you wonder what the inflated council tax bills actually pay for...

ah but it isn't the council! they have to abide by the law; Environmental Protection Act of 1990 business waste is deemed different from household waste, householders pay thru council tax, hence free entry to the sites, while businesses pay as they produce.
When we cleared out a friend's house in Northampton we had to take a van and an estate car to the local tip. The van was parked just outside the entrance, while the estate car shuttled in and out around half a dozen times so that we could abide by the letter of The Rules...

just checked it out - am in northampton too - basically can only go sat morning in a van up to 1pm which is a pain as want to hire a van for sat and spend all day filling it not just until midday.

I use my Yank pickup to go to the tip and never any problems - though it helps to give the guys there a few racing stickers every so often.
From what I see (Winchester Council) they are more interested in what you are dumping than how you do it - with obvious exceptions like builders waste. The operators make good money from reselling stuff, so it helps if you have a few things they want.
A mate even dumped over 200 lead/acid commercial batteries at Whiteley tip as the guys wanted to sell them on for the lead.

My brother went with his S2 Landrover with it's cab hardtop on - was refused as it was a pickup.
He wrote to the council to ask for a licence and they said the person who stoppe dhim was astupid arse for doing so.
Took it again with the full length softop on and was let in no problems!

I don't think "vindictive" is the right word. "Dog in the manger" is the usual phrase. My phrase is a little shorter. Deliberately causing harm to people who have done no harm to you, for no reason other than to laugh at them being pissed off... primary school kids do that.
I have on more than one occasion been asked to fix TVs by people who have got them out of the tip, which were in perfect working order before someone took the back off and cut every single wire. As I sat there soldering all the ends back together I have imagined acting out a historical play with the cutter maniac. He would play Edward II; I, with my soldering iron, would play Queen Isabella.
