Isn't it dependant on how much manure your horse(s) produce?
As I understood it, if you just had one horse that's okay, but if, say, you were a riding stables and your horses were producing a fair old amount of the stuff then you'd be taxed accordingly.

Don't laugh guys, such idiocy its pitifully real! Here in Germany I get "taxed" on the amount of rain that falls on my ground!
Waste water tax rated on excess water from "sealed" areas of ground for sealed read paved or roofed! So if it rains more this year I pay more tax.....who said the greens/socialists had any intelligence?? it's thanks to such eejits that we have to pay rain tax!!!!
Time to get these scum removed methinks...not a revolution, an elimination, is due!!!
