Landlord/Tennant liability

A colleague at work is having some grief from her landlord. Basically the water supply got all gunked up by a lampshade falling into the cold water tank it in the attic.
She doesn't have access to the attic and has never been in it since they moved in a year ago.
Landlord is trying to get the cost of repair (£250) out of the girls, even though they did not contribute to the failing of the water system.
Surely this is his responsibility? fixtures & fittings and all that...
letting agent appears to be taking the landlord side
any advice from legal types glady recieved.

Absolutely completely and utterly the landlords responsibility.
No need to do anything but refute the payments at the moment. If he gets lawyers and the like involved get her to call the CAB.
Has the work been done yet, or is the landlord stalling until payment is arranged? If the latter, then I'd be proactive about getting this sorted. I don't think he'll be wooing any lawyers with this case if it is simply as described above.
Worth her calling the CAB or ARLA at any rate for a brief chat - always best to be as fully informed as early as possible.
