Reason not to buy on eBay

A mate asked me to bid on a poker table top for him on eBay, reluctantly I did it.
This is the item I won. Note the description as 'New' and the pretty good feedback of the seller.

The table arrived, the underside was damaged and fixed with black tape, on the top 2 of the 8 plastic trays for holding chips were missing, leaving big holes in the board which was painted white. Clearly it's not much use in that state!
I e-mailed him telling him it was deffective and asking for a refund or one which was actually as advertised.
His reply?
Sorry but the item was sold as B grade stock!? These tables retail at £69 and the price you paid reflected the fact that they were shop soiled.
I can send you some spare trays if you confirm your address.

Sounds like a bit of a tosser - make sure you give him negative feedback... and get your mate to get his own ID on ebay; leaves you out of buying crap.
- I have to do this for other people too, and it can get quite annoying when the price starts going up, or they're unsure they actually want something, so I feel for you there mate!
You could also report him to eBay gods for advertising things incorrectly. I doubt they'd actually take any action, but it'd be worth a try.

Send him another polite email asking him to either replace the table with one as described in the auction, and to arrange collection of the existing table. Or to arrange collection and refund your money including the delivery charge.
If he refuses, do a PayPal chargeback claim (you did pay by paypal, didn't you?).
Don't leave negative feedback yet, it removes a lot of his incentive to sort it out. He's got one recent iffy neg, two would look pretty bad.

It was offered as "NEW" but it is damaged. You/your mate paid for "NEW" and no refund given for the damages. Ask him for a reasonable refund, and if he doesn't pay, give him a negative feedback. When he does, give him a neutral feedback.
Why? You had grief with the transaction, and he did that deal several times knowingly (look at his latest feedbacks).
That way you don't devalue a positive feedback, which should only be given for normal transactions; i. e. Buyer pays, seller ships, no delay, no faults in product.
Loooking at his feedback, it seems you are not the only one who was dissatisfied with their poker table purchase.
I say give him the benefit of the doubt. It's not as if he's unaware of the problems and he has tried to (sort of) make amends.
I'm always a bit wary of "stock" photos rather than actual photos of the particular item.
