What's 'commissioning' regarding installing a home water softener... anyone?.. anyone,..? Is it just turning it on?

Aha! Right, if I get a used one from ebay am I on to a loser then? Or could a plumber do this whilst installing it

turn tap, water runs down, if it runs up there's a fault.
