Can one trace a vehicle's owner in any way?

I've just discovered that a 2CV, once owned by my brother and powered by the engine from my 2CV, is still around and taxed etc. Is it in any way possible to contact the owner via DVLA or whoever and enquire after the car (ie see if they might want to flog it, or put in first dibs).

I think the DVLA will provide current owner information if you can demonstrate a good enough reason, and I don't think the one you gave will be enough for them. It might be worth a try, though.
Only other thought is to look for contacts via a club, though there's a lot of classics out there from people who aren't in clubs. Also if there are some parts specialists for the model, maybe they would be more willing to put you in touch if they know the owner.

It's easy to tell the tax status of a vehicle via the DVLA, using the make and registration number (link below). But you need a very good reason and/or money to get them to provide keeper information.http://www.taxdisc.direct.gov.uk/EvlPortalApp/ and click on the "Vehicle Enquiry" tab.
