For historic vehicles if you can prove it was built before the cut off it is tax exempt, I have heard/read that the DVLA gave a certain leeway, i.e registered in the first 3 months and they would happily accept it had been built before the cut off.
I've read of several minis that have been manufactured in 1972 but not registered until well into or even late '73 that have been given historic tax status with no problem.you can work it out from the VIN Plate as to the date it rolled off the production line anyone who knows their onions will know how to decode the VIN Plate and yes it is manufacture not registration as had had to decode Ford VIN Plates for tax exemption and also for CAT Removal on cars around 92 manufacture date in relation to removal of the CAT and emmissions tests
I can confirm that the cut off date is based on the date of manufacture.
I researched this a few years ago as I have a Lancia first registered on an 'M' in mid 73.
On enquiring with the club, the secretary kindly wrote me a letter stating that although original factory records are not available for my chassis number, the car is of a model which was not manufactured later than 1972'
Took the letter to the local DVLA and they were happy to accept it.
