I think it is German and early 1960s, anyone recognise ?

I was pretty sure it was the VW lion but Google says no.

Can't be sure, but I do see an anchor and a W in there. Now I've never heard of that word used by a car maker.

My guess would be Borgward although it's not their principal logo.

The symbol behind the lion's back looks vaguely Masonic to me!

Hmm, Borgward, wonder if it is the Bremen lion.... lets Google....

Ooo it looks like it is the Flemish Lion holding an anchor. That points us away from Germany and maybe to Holland. A quick look and I don't think it's Daf. What else was there ? I would guess it is about 1962 but could be 5 or so years either side.

Maybe it's a boat rather than car steering wheel ?!

How about those Italian launches with the high gloss deck, big inboard engine, twin cockpit... Associated with Monte Carlo? What are they called?
