Importing something old from Europe

Hi I was looking at the idea of importing an oldish classic car from Europe to restore/mod. Looking at late 1950's to early 1970's (Early enough to avoid having to pay Gordon VED on it 
)
What are the rules with this sort of stuff currently.
Does it vary if the country if the country is in or out of the EU?
Would have reregister it obviously, will it need to be MOT'd/made road legal first to do this. Assuming as the vehicle is so old SVA stuff wouldn't be applicable
