From something someone said about vehicle registration starting in 1904 I read the following on wikipedia:

In the olden days, when I was a lad, each County Council was responsible for regestering both vehicles and driver licences within their areas.https://en.wikipedia.org/wiki/Vehicle_registration...

This was centralized into DVLA in Swansea, and now things take much longer than they used to.
