Flap identification, please

My mate has this little device in a box of spares that came with a Jaguar XK140 that he is restoring, but he's not sure whether it is anything to do with the car, or just something that was lying around in garage when the project parts were gathered up for sale.
The flaps move as the cranks on the ends are moved. He wondered whether it might be some sort of heater control, but can't find any reference to it in the Jaguar parts books that he has. It's around 4" on the longer side. The clip fixed to the right-hand flap in the photo is interesting, as if it might hold some sort of bulb, which also makes it unlikely it's anything to do with the heater. My mate has some experience with old cars having run a garage for decades, but doesn't recognise it.
Anyone have any ideas?
