Safety First - Road Sense booklet?

One for 'The Brain Trust' given the vast amount of knowledge among the assembly here, has anyone seen or does anyone know about these booklets? Only thing I could find after a precursory Google search (other search engines are available..) was pertaining to the First Edition, the copy I found being a Third Edition.
