I am looking to raise the stock seat height 1-2 inches in a 1967 Beetle. are there any off the shelf solutions that would bolt in?

The stock seats had a pretty 'sit up and beg' position as standard, so the likelihood is the springing and padding have collapsed. Do you sit 'in' the seat? or 'on' it? You may well find that simply removing the cover and having the seat re-stuffed will restore the seat height and give you the extra lift you need.
Beyond that, a Beetle seat of that vintage isn't that easy to raise short of cutting the legs of the frame and welding in an extension.

I decided to get the foam and horse hair in the base replaced first as that may get enough of a lift. maybe you could get and upholsterer to remove some foam and retain the factory look before cutting and rewelding seat frames.
