Register import for Historic tax

I have a now 40 year old classic that was exported to the USA when new, and repatriated to the UK in 1996. The V5 states - Date of First Registration 02 05 1996 (DECL/D MANUF 1982). Under Section 3 Special Notes it states - Was registered/used overseas. Declared manufactured 1982.
Trotted along to local Post Office with form V112 as I have done with various other cars, lady scanned the documents but computer says no, as car comes up as not eligible on their system. Will I need the V5 amended, or is the Post Office lady missing something?
