A friend of mine has just bought a nice E Type from California...bought as a restoration project, but a Ser 1 drop head...so proper money.
Now...it arrived at the docks, no reg plates on it. On closer inspection, turns out to have been up to it's dashboard in water.... So actually not a Californian car, but a Flood damaged New York car, taken across the country to be flogged from LA. He's not too upset, as he was pulling the whole thing apart anyway, but I thought it worth mentioning here in case anyone else is looking at a "Dry State" car.

Try googling the VIN.
If the car was from NY there probably won't be a title on it, but there will be if it was in New Jersey.
That's assuming that it wasn't flooded in California, or Louisiana, or Missouri, Illinois, Florida, etc.... It's a big country. And dry state cars? Friend of mine is busy doing a lot of welding on a California car meanwhile my Lincoln Coupe lived most of its' life in Illinois and is solid as a rock.
Registration plates stay with the owner in most states, however they do stay with the car in California.
