You could try and get Lotus customer services to do something about it, but given the hassle that people have had getting this sort of thing resolved on cars still in warranty, I don't fancy your chances.
Sorry to be the harbinger of doom. Probably best to leave it unless you're really annoyed by it, or take to a good local spray shop who have experience with prepping and painting fibreglass. IIRC this is a problem caused where the clam hasn't be left to settle properly before being prepped for paint, gas escapes during this process and causes bubbling.
