Hi What is the fine/points/outcome in Australia if I had a numberplate where two of the letters/numbers were in the wrong order and the BiB pulled me over?

Very difficult to answer actually. You can only get numberplates from the RTA/other states equivalents. So, it is a centralised government agency that looks after number plates, registration, etc. You don’t really get the spacing/dots in the wrong place thing like in the UK. Plus, personalised numberplates are very easy to get and relatively cheap. For example, a friend of mine got MY RX8 as his number in NSW for a one off payment of $400 and an additional $90 a year.

Also, because registration is a state matter penalties would vary across states.

It would vary state to state but I believe that the penalty is based around the fact that you are altering, tampering with, falsifying or copying federal property. Rego plates are issued by the gummymint and remain their property.
I know that in WA it is something like a couple of points + a fine and confiscation of the plates if you do something like make your own. I can imagine that you would have to try and prove your car is registered correctly and if the plate you are using does not match what is supposed to be there you will have a lot of explaining to do with regards to things like avoiding detection. I do not think it would take long to get picked up either, ANPR camera's exist here and the police often do a blitz on rego and drivers license checks.

I also heard that because of cameras now that they can hit you with defrauding the government because your stopping the possible revenue they could receive from you. From what I was told defrauding the government is a $10,000 fine.

That fine or a one way ticket on the prison ship back to Blighty!

My my, how times change.

PS Take my word for it, go for the fine wink Down Under is way better than Down The Pan.

I cant understand how this is possible, the plates are stamped and issued by the Transport Department. Personal plates are much the same. Are you making your own plates somehow? Also if you are swapping digits around it is no longer the same / your issued plate, chances are there will be 2 cars with the same number / lettering.
