HR Driving licence query

Does anyone here know if the requirement for 2 years C-class (car) licence before getting an HR licence includes a UK car licence?

I've had my WA licence for 13 months and a UK one for 15 years. Amazingly enough the lady I just spoke to at the licencing office diddnt know if I had to wait another 11 months before I would be eligible for HR!

Not sure about WA but I'd had my NSW licence for less than 2 years when I took my HR test. No mention of any time requirement from the test school, they just wanted to see a valid NSW licence.
