Id be grateful if anyone copuld tell me whether the following is a mobile phone number: +61 (0)403

I believe that all 04 area numbers are mobile nationwide, but Id be grateful if someone would confirm it.

Since I'm wearing my anorak at the moment I should point out that cellular service didn't start in Oz until 1987. And the first numbers all started with 018. The 04XX numbers came in with digital about 1992/3 iirc.
