Brake cleaner - would never have thought of that, does it dissolve the glue (I think it's the original 50 year old glue? Why would it start seeping through the headlining?). Recolouring was a second option to mask the problem.OP please correct me if I'm wrong, but that doesn't look like 'fabric', headlinings of that era and pattern were 'plastic', a very thin layer of pvc over a textile backing (which gave it its strength), so I'm not sure a 'dye' would work.
Possibly a 'paint' would though; a quick cheap and easy (if nasty) result might be gained through emulsioning it with a roller, although it would be tricky to avoid clogging the holes.
Far better to remove it and use it as the pattern to have a repro made, or one may already be available through the owners' clubs... OP doesn't mention the make & model... is it a Landcrab / Maxi?

Yes could be a plastic based item. 70's Lancia for sale, interested but trying to cost out repairs. Replacing the headlining is a full glass out job and I just know that with my present luck, there's be new glass needed afterwards!! There used to be a paint for vinyl seats, remember doing a mini back in the 80's.
