Handle rust and repaint?

Hello ,

I have a bit of rust around the number plate lights.

What would be the best way to handle this small repair?

The metal is becoming thing around the light socket. Should the rust be removed first and then patched or just use a rust treatment and paint over?

A picture would help but the usual approach is to grind back to clean metal, treat, prime and paint.
Depends how bad it is.
